Bill graduated from Orange County High School in 1959, where he participated in numerous activities during the years he attended OCHS. As a senior, he served as Treasurer of the SCA and was a member of the Math and French Clubs while being voted the wittiest male in the class. He played football and basketball (Co-Captain his senior year) and was a member of the Monogram Club.


Bill was a graduate of Hampden-Sydney College and later attended Vanderbilt Law School, where he received his Doctor of Jurisprudence. He was a U.S. Army Veteran and as an attorney for the Chief Counsel's office of the IRS. He retired in 1991 and moved to the family farm in Moorefield, West Virginia.


Bill and his wife, Polly Bean Long, were married for 53 years, and during a ten-year span, they were foster parents to seven children.
